Artificial Intelligence Assistants Provide ‘Unreliable and Biased’ Election Guidance, States Netherlands Regulator

AI chatbots are proving to be “inaccurate and evidently prejudiced” when providing election recommendations, the Dutch data protection authority (AP) has stated, raising alarms about a potential threat to democracy just over a week before the country’s general election.

Testing Reveals Repeated Partiality in AI Suggestions

The quartet of AI assistants evaluated by the AP “often end up with the same two parties”, irrespective of the voter’s inquiry or input, the watchdog explained in a report published ahead of the 29 October election.

In more than half of the cases, the chatbot suggested either the right-wing PVV of the politician Geert Wilders or the progressive GroenLinks-PvdA led by the ex-EU commissioner Frans Timmermans.

Some parties, such as the moderate CDA, “are almost never mentioned”, even when the user’s input exactly matches the stances of these parties, the study indicated.

Official Warns Against Using AI Chatbots for Election Advice

The vice-chair of the AP, Monique Verdier, stated that while AI assistants appear to be smart resources, “as a voting aid, they consistently fail”. Voters were being pushed toward a political group that might not correspond to their political views, she emphasized.

“This directly impacts a cornerstone of democracy: the integrity of free and fair elections,” Verdier stated. “We thus caution against employing AI assistants for election recommendations, as their operation is unclear and hard to confirm.”

Election Context and Political Landscape

Netherlands citizens vote on 29 October in an electoral contest that will be closely watched across the continent for the showing of the PVV.

The right-leaning group of Geert Wilders is ahead in surveys but the gap to the GroenLinks-PvdA and CDA appears to be narrowing, with many voters yet to make up their minds.

All major parties have rejected a coalition with the Freedom party, meaning the party that comes second is most likely to supply the future head of government.

Unintentional Bias Attributed to AI Operation

The authority emphasised that the AI systems were not intentionally prejudiced, and that their “noted flaws” are a consequence of the way AI chatbots operate.
